Talk to Urologist on Penis Problem

Assalam-o-Alaikum I am 17 year old and belongs to very poor family. I started masturbation in the end of 8th class(now i am in 1st year). And left masturbation in mid of 9th class. That time i didn't realize about any problem but from last 6-8 month i realized that whenever i thinks about something bad or slightly see anything bad or drive car of my family member "A watery thicky substance comes out from my penis and it irritates me and i feel pain in my knees and watery substance begins for 10-20 mints but the condition feels for 2-3 hours. ( Jab bi ehtlam hota to normal hota hy" My question is what is this problem . Is it cure able? Or which specialist doctor deals with this condition . I belong to poor family + in Small city where no specialist are available for this condition? Any recommendations or medicines which can help me .
