In newborns the tube which takes tears in to the nose is blocked or narrow by birth, so you have to apply mild pressure with your small finger towards inner side of nose and eye while feeding daily 4, 5 times at least. Clean eye with cotton ball soaked in luke warm water. continue polyfex ointment for 1 week. If persists consult am eye specialist

Dnt worry, it'll settle itself
Regarding water from eyes, it is due to a nasal duct obstruction, u can do a massage of the eyes, extending from medial canthus(ball like feeling in the medial side of eyes) to the lower part of the lateral side of nose pressing gently with a little finger 10 times a time 4 times a day, u may watch this method in YouTube video too.
Dnt worry it'll settle

In the absence of a red eye as you wrote, I am concerned that your infant may have early Periorbital Cellulitis, that is deep seated infection of areas around an eye. This condition needs treatment with antibiotics given through veins. This may progress to Orbital Cellultis which is infection of the eye ball and a very serious complication. I suggest you have your infant physically checked by a qualified paediatrician in a renowned hospital who may admit your infant and start antibiotics by injection.
