In Asians the area in question is always slightly darker because of the hormones. Whereas the problem of itchy rash needs to be examined by a Dermatologist for possible fungal infection, Intertrigo or other types of eczema.
Meanwhile try applying while petroleum jelly regularly to the entire area several times a day. Maybe this will help. No harm in giving it a try.

Do you use sanitary napkins by Always?
I've had this complaint by many girls especially those who use always sanitary pads they complain of rash, dryness and darkness of private areas.
they switching to a more breathable and softer cotton using brand. Always cotton pads are better.

Also, if you're over weight then try reducing a few kilos, obesity can also be a cause of pigmentation, as the skin runs against each other.

Use a gentle soap for bath eg DERMACARE SOAP
Apply BIOXSINE ROLL ON (its alcohol free and can be used in private areas to lighten skin pigment)
or apply ULTIMATE SKIN MOISTURISER after bath, that should help reduce the pigmentation.
