Yes.thats normal. If you had not been putting the sunscreen it would have been worst.
Murad Rapid age spot and pigment lighting gel application at night on dark patches can help the pigmentation.

i would suggest go a little higher on the sunblock. use a 60 or 100 spf. and get a physical sunblock. it also matters how much you're applying. one tsp is thr quantity used for face and neck.
apart from using sunblock also make sure you're wearing full sleeves, wear a hat, are under shade.
if possible avoid sun exposure in peak hours 10 am till 4pm. if it's not possible apply sunblock more frequently.
you can also use vitamin C serum/cream at night to lighten the tan/hyperpigmentation.
sunblock during day is mandatory.
You can also take oral vitamin C. that helps with lightening the pigment.
for further help contact your dermatologist in your country.

Applying sunscreens do not protect from the skin getting darker. They blocks UVB and to some extent UVA also. But it does not block all of the UVA. It's the UVA that makes the skin darker. Even if you apply sunscreens of SPF 100 that will make your skin darker. Unless you find a one sunscreen that completely block UVA and beyond ie infra-red.

In my opinion you must try wearing cotton handgloves and face mask & p- cap during the sunlight hours.

I know of only one product by the name of Heliocare sunscreen gel that blocks the infra-red but it's not available all the time and it's expensive too. Though you may give it a try.

Regards
