Talk to Urologist on Rash And Itching Around Genital Areas

I have rash and itching areas around and below testicles. Rash become worse if i do walk or if sweat more. Sometimes I scratch it badly. What to do to avoid it? Picture is attach in the pic. I have too much hairs on my legs and private areas. Also in some unprotected sexual activities before. But i notice whenever i cut some hairs at this area the rash stopped for some days. One more thing i always take care of the cleaning at these areas so it is not cleansing issue. See pic
