Use liquid Parafin first , when these get soft the remove with comb , Use Selenium containing shampoo for head wash and apply 0.1 hydrocortisone for one week .

On the scalp use Fostex (sulfur and salicylic acid) Cream, or any locally available alternative, once daily for 3-7 days and then 1-2 times a week. Shampoo the scalp after one hour. On the face use Canesten HC ointment twice daily for one week and then once daily to complete one month. You may write again on the forum for further advice after one month.
