surma laganay ka eyesight pe koi positive effect nae hota.Dont use surma as it is actually harmful and may cause lead toxicity if used for long time.

This is basically called myokyemia and probable cause is anxiety in whixh one eye feels twitching.
If u take some anxiolytic according to ur age at bed time. It will definetly help in sha Allah.
The other part of ur question is whether applying surma is beneficial or not.
It is beneficial but the quality counts.
