Is it appropriate to use serums and toners on a daily basis to control the oil on my skin?

I wouldnt recommend serums, especially if theyre medicated, they'll do more harm than good.
Toner, well, you could use very mild toners, as well as home made toners.
But there are certain oil control soaps and face wash that i like to prescribe that work best, in my opinion and experience.

I have used face washes and soaps but as my skin is very oily shine starts appearing after 1 hour of wash. I also have acne and blackheads due to that. So kindly prescribe something for me that controls the oil and evens my skin tone (extremely blemished skin) and makes me looking fresh everyday.

Prescribing of medicines online on this forum is prohibited. However, you may use an oil control sunblock which keeps oil production at bay to an extent.
And continue to use antiacne facewash or soap like sascare bar to control blackheads and acne. If acne is inflamed, you need to physically show it to a dermatologist near you for an evaulation of your condition to help in prescription of drugs/creams.
