My mother age 68 has hair fall since many years. her hair are falling so much, that she fear to have no hair after some time. Her hair are dry and itchy. She has previous history of dryness whole body, eczema, stomach fungus and skin fungal infection. She is using baby shampoo and not put any oil in her hairs. She is using hair color Koleston Wella once monthly.

I wish that your mother were living in Karachi. I have successfully treated many female patients with the same treatment by intra-dermal PRP injections and/or with Mesotherapy with a special injection.
But first of all things she must stop using hair dyes. If she must use them it should be very mild and every 6-weeks or so. Don't let the dye on the scalp for more than 10min.
If she is not eating red meat/mutton, she should start having it at least 3-4 times a week. Not shorba but actual meat.

Seems like your mother is deficient in some macro or micronutrients.
You can start some good multivitamins for hair that muat contain Zn, and biotin.
Baby shampoo is good.
